THIS PROBLEM STARTED GRADUALLY AND PROGRESSED TO THE POINT IT IS NOW.

I can only shift if I turn the engine off and put it in Neutral, restart and shift into the gear I need.
I already have taken the cover off to expose the clutches and have found that the belt, in very good shape, is way to tight.(?)
When reving the engine everything seems to be working as it should be. When the engine comes down from the rev to an idle I see that the belt is NOT in contact with both clutch sleeves but it still is pulling the driven clutch. (I believe this has something to do with the type of belt used with the EBS system).
Anyone have any ideas?

Sounds like your idle might be a little too high. Try slowing it down and see if that helps.

The idle was set at 1200 rpm's so I dropped it to 800 rpm's and it is still trying to creep.

First of all, the easiest thing to check would be the alignment.. Often creeping is an alignment issue. Not always, but usually. Its often solved with a shim behind the secondary. When the aligment gets off, it tends to run on the inside of the primary abit, not alot, just enough to make it turn a bit. By pulling the secondary out, this straightens the path between the clutches and usually gets rid of the creep. Very simple procedure and your local polaris dealer should be able to provide you with Shims.
